What the 2026 government explanation says
The PIB explanation published 30 April 2026 describes the PROG Act, 2025 as prohibiting online money games irrespective of whether they involve skill, chance or both. It also describes restrictions on promotion and related payment processing. Its policy framework distinguishes those games from online social games and e-sports.
The MeitY release of 22 April 2026 states that the Promotion and Regulation of Online Gaming Rules, 2026 come into force on 1 May 2026. It describes classification as specific to a game and provider, with factors including stakes, expected monetary winnings and monetisation of in-game assets. These official summaries are more relevant to a current online service than this article’s former broad skill-versus-chance assurance.
Social chips and money stakes are different questions
A card-game name does not establish how an online service is classified. A virtual-chip game, a purchase within a game and participation with money at stake must not be treated as interchangeable simply because all use the word “rummy.” Read current government material and the identified provider’s actual model; this directory has not obtained a determination for any particular listed service.
Which earlier conclusions were withdrawn?
- The assurance that most Indian users can play cash rummy without legal repercussions.
- The inference that an older skill-game ruling alone approves a current online money service.
- The implication that checking only a short state list establishes current nationwide eligibility.
- The assurance that a familiar platform name, good reviews or “responsible gaming” wording proves compliance.
